I'm using frames and my menu is limited to single frame

Symptoms

Submenus do not extend beyond frame boundary.

Solution

There is no solution for this problem. Frames in a frameset are separate system windows. Frame content can not be shared between frames. From the system point of view, the content of one window is always cropped, so the menu included in a particular frame will always be limited to this frame.
