How to enable second level menus?

Symptoms
The command "Create Submenu" under "Edit" menu is grayed out.
Solution
By default a new menu is created in "Standard" mode which allows only single level of submenus. If you switch to the "fixed" mode you will be able to add a second level submenu. To switch the mode choose "Fixed Menu" command located under the "Menu" menu.
